ADM-009 — Category Management (Should Have)

Layout: Category list with drag-to-reorder handles. Each item shows icon, name, product count, and edit/delete actions.
Drag-to-Reorder: Grip handle on left enables drag-and-drop sorting. Order determines storefront display position.
Add Category: Click "Add Category" to reveal inline form. Name + icon emoji fields. Cancel hides form.
Edit: Opens inline edit mode for category name and icon. Delete shows confirmation with product reassignment option.
Delete Protection: Categories with products cannot be deleted. Must reassign products to another category first, or show confirmation with reassignment dropdown.
